Colonel Scott is a pediatric cardiologist and board certified clinical informatics specialist with 25 years of experience in military medicine. Recognized as an “early adopter” of electronic medical records, he has been involved in the implementation of the military’s electronic medical record systems at many stages and increasing levels of responsibility since 1992. He became the Program Director for Clinical Informatics Policy in the Office of the Assistant Secretary of Defense for Health Affairs in January 2012. His responsibilities include policy and oversight of health information technology usage across the Department of Defense and the sharing of health information with external partners, most significantly the Department of Veterans Affairs. Current major initiatives include the transition to a paperless longitudinal medical record and the sharing of that record to support service members, their dependents, and veterans.
